Joan has 25 years of experience representing public, quasi-public, and private entities in Colorado focusing on special district representation (metropolitan, water and sanitation, and fire districts) and special district/taxing entity formations.  Joan also acts as special counsel advising districts, property owners, developers and lenders on matters involving districts including property inclusions and exclusions, property acquisition due diligence, public financing, public infrastructure acquisition, local government elections, TABOR issues and elections, and district involvement in property foreclosure and bankruptcy matters.

 

Joan is currently serving on the Colorado Bar Association’s Real Estate Section Council.  Joan began her legal career in the Adams County Attorney’s Office before moving into private practice.  She is a frequent speaker on special district matters.

 

Joan holds a Juris Doctorate from the University of Denver Sturm College of Law where she graduated in the top 16% of her class and was a staff member of the University of Denver Law Review and holds a Bachelor of Science degree in Business Administration from Marquette University. Prior to attending law school, Joan worked in hotel management at luxury properties in Chicago and Aspen. Joan’s community involvement includes serving on the Board of Directors for the Civic Center Conservancy and volunteering for nonprofit organizations and schools in her community.
